ALICE standard products cover almost all the technical requirements of the Public Institution.
If there are specific needs, a set of basic tools allows the customer to create made-to-measure solutions, that focus on the user instead of the tool, and that can be related to the following subjects:
• Public Works and public assets maintenance
• Town planning
At the base of the solutions created made-to-measure for the customer, there is the ALICE framework, a flexible and broad tool, based on the integration of different technologies and ideal for the development of software solutions with exclusive and advanced features.
The work methodology is based on the identification of a work team, composed by different professional figures. The team will be organized according to the project's thematic area, the dimension - in terms of quantity of activity required -, and the architectural and functional complexity.
The team will be led by a project manager who will have to both understand the customer's specific needs and translate such needs in single activities, by coordinating with the other business functions for their planning and development. Then the team will determine the delivery and completion times according to the expectations. At the same time, just one Senior Technical Adviser will be nominated, a figure able to perform the activities effectively at the customer's place.
All the professional figures indicated, from the project manager to the technical adviser, have got multi-year experience - in the case of the project manager, the experience is decennial - with a thorough knowledge both of computer nature and specific nature regarding the thematic area of the project.
We describe here some of the most significant projects performed.
Autostrade per l'Italia S.p.A.
Implementation of a system for the call for tenders' management
The project has enabled the complete computerization of the entire call for tenders workflow, the supplies and the services carried out by the Directorate-General, by involving all the respective offices, including the protocol and the management of the call for tender commissions. The project has also produced an "ad hoc" system for the protocolling of the bundles that is integrated with the management of the call for tenders system, with optical recognition and a deadline alerting system in order to optimize the monitoring activities of the call for tenders.
Azienda Regionale Socio Sanitaria del Veneto
Implementation of a system for the call for tenders management on behalf of the Health Companies of the Veneto Region
The project includes the computerization and standardization of the acquisition procedures of assets and services for the Purchasing Stations of the Veneto Region.
The main target, which the Institution wants to achieve, is the standardization of the procedures and the forms used for the execution of the call for tender procedures, by controlling, at the same time, the custody times of the call for tenders and centralizing as much as possible the purchases.
The project has carried out an improvement of the ALICE Gare d'Appalto product that will manage all the call for tenders executed by the Institution in a traditional way, and will work, together with the CONSIP platform, for the online management of the call for tenders.
Province of Pavia
Form customizable for the presentation of questions of road concession through the web
An apposite instrument that allows private figures to present any kind of question to the Institution in the Road Concessions field, simply by following the stages proposed by the program, (e.g. advertisement road signs, accesses, dispensers, etc.) has been performed for the Province of Pavia, a historic customer of the ALICE Concessioni Stradali application.
The form allows the user to present a question through the web, after performing the registration, with the possibility of attaching files through the upload function. At the end of this process, the user will have to go to the Administration counter just to present the original paper documentation. The loading of the data inserted by the user during the management is performed through DB alignment procedure when a code is assigned to the file, with the contemporaneous creation of the ALICE file.
Province of Cosenza
Survey and classification activities of the road property
The Province of Cosenza started, in 2004, an important and high yield activity of 3000 km of roads and real estate incidental assets, in order to have a complete database to monitor the incidental assets and the administrative and accounting management of the not inalienable provincial property (COSAP).
Two projects have been generated from this preliminary activity that represent an excellence in the market: the project "Lasciati Guidare" addressed to young people, with the aim of making them aware of the road safety subject; and the project concerning the reorganisation of the Road Concessions royalty in order to recover tax evasion and to know, with certainty, which are the incidental assets owned.
The evolution of the project has included the implementation of a GIS interface that allows an extended fruition of the information even to external users with personalized access profiles.
Municipality of Cornaredo
Achievement of a Geographic Information System
The Municipality of Cornaredo has started a project in order to achieve a GIS (Geographic Information System) through which all the information may be collected concerning the municipal territory and to provide the instruments necessary to monitor and plan its evolutions.
All the available data has been collected in a unique database: cadastral, town planning and cartographic data; and data concerning civic numbering, street maps and building practices. Once all the data has been collected, it is related between them and georeferenced to the territory.
A sophisticated system of reports and patterns allows the extraction of data (even from applications and sources different to ALICE) and the creation of customized documents for the Institution.
The primary use of the system is to update the territorial information, and to detect anomalous or critical situations even in order to achieve a tax control through automatic procedures.

Achievement of the System for the Works of Art and Manufactured products Management
The collaboration between ANAS and ELDASOFT started in 1984 with the achievement of a software for the LL.PP. management for the ANAS Directorate-General.
Soon the System was extended to all the regional compartments and expanded through the adoption of a form for the call for tenders management and of a specific application for Licences and Concessions (road concessions) management, and assumed the denomination of S.I.C. (Information Compartment System). With the passing of time, with a constant functional, normative and technological evolution of the programs, the ELDASOFT Technical Advisers have become a constant presence both at the Directorate-General and at the compartment bases, in order to assist the users in the daily operations, as a help-desk dedicated to the specific application functionalities. More recently, the System has been integrated with the management SAP adopted by ANAS, confirming the centrality of the applications provided in the ANAS Information Systems.
Today the System, based mainly on the ALICE frame-work, is completely custom-made: 5 employees with different professional profiles (from the Project Manager to the Senior Analyst and the Senior Developer) deal with the System full time, their work is, in close collaboration with the ANAS Information Systems Direction, to keep the system constantly aligned with the normative variations, the technological evolutions, the ANAS infrastructural choices and the users requests.
Parallel with the System described, two more Systems have been performed just for ANAS: one for the Road Register management, and one for the Works of Art and the Road Manufactured products management. These two systems are still now active and host information that come from surveys performed in the last years on the road elements and on the manufactured products.
ATC of Turin
Achievement of an integrated system for the management of Real Estate and Public Works Maintenance
L'Agenzia Territoriale per la Casa (ATC), a local social housing company, has achieved a Works Information System able to constantly control all the information concerning the management of its building units' maintenance. The ALICE system has been integrated with the Institution's one with possibility of access even to the contractor companies. The system has been enlarged with the supply of the software for the management of the tendering procedures and, recently, even with the WebConsole platform for the analysis activity and business intelligence.
Ministry of Justice - DAP
System for the call for tenders for Works management
The project, that was started for the computerization of the tendering procedures for public works, then created the "Portale Gare d'appalto" (Call for tenders Portal), a complete information system for the call for tenders management with digital interaction with the economic operators. The system is constituted by the ALICE Gare d'Appalto central form, as a backoffice application, it includes the communications management through PEC, the section dedicated to the interaction with the economic operators with public Access and/or private Access just for the registered operators, and the section for procurement notices, invitation to bid and outcomes management.
The Province of Reggio Calabria Contracting Authority
System for the call for tenders management by the Contracting Authority
The project deals with the computerization of the whole process of the call for tenders management on the Contracting Authority jurisdiction, with the collaboration of the Municipalities of the Province of Reggio Calabria.
From an initial client/server standard system with the application installed at the Provincial Contracting Authority's base and at each Institution that forms the consortium base, has been created an entirely web based system, with a real time exchange of the information between centre and periphery, and the complete management of the whole tendering procedure.
The system, therefore, includes the publication of the invitation to tender made by the Institution, the tendering procedure made by the Contracting Authority, and the definitive award made by the Institution, with the possibility for both parts to continually examine the procedure state.
Province of Genoa
Achievement of integration between the ALICE Concessioni Stradali software and the standard Postel service
The Province of Genoa, through an integration between the ALICE Concessioni Stradali software and the Poste Italiane's Postel - a standard service that includes the sending online of documents that are then printed and delivered to the addressee in paper format -, has accomplished a system of issue and management of the postal paying-in slip collection which relates to the road concessions (occupying public places and royalties) through post office account.
With this system the paying-in slip printing is computerized, as a consequence, the time and errors are reduced.
The periodic download from the Poste Italiane web site allows, moreover, an automatic recovery of the payments carried out.
The Institution can quickly verify the data of the payments carried out, with an easy control of the amount due and the amount paid by the taxpayer.
Municipality of Cagliari
Building Practices integrated with Protocol procedure
The Municipality of Cagliari, from the end of the '90, uses the ALICE System for the Building Practices management for all the Technical Office's workstations. During the 2009, an interesting integration has been developed with the IRIDE Protocol system in use in the Administration.
Municipality of Cerea and Angiari
Constitution of the GIS including the civic numbering and buildings survey
The project presents the achievement of the Municipalities' Geographic Information System, through the acquisition of the cadastral and town planning instruments data, including the civic numbering activity, the buildings survey and the respective database within the GIS.
In addition, a link has been created between the data deriving from the civic numbering registered on the territory and the data concerning the demographic register.
Municipality of Sassuolo
Integrated Information System for the Technical Office
The customer has achieved, thanks to a long collaboration with ELDASOFT, a single, complete and innovative management system of the data concerning the territory. The project, since its beginning, had the GIS as a pivotal centre of all the information relating to the different municipality problems, centring the GIS instrument capability on four main targets: the continued monitoring of the territory, the planning and management of the territory, the optimization of the data verification to a tributary purpose, and the valorisation of the property assets. The ALICE applications are used for the management of the municipal road and property concerning real estate, public works, call for tenders, global service, town planning, and building practices, all of them integrated and linked to the cartographic environment, also through the use of applications for smartphones.
Province of Turin
The personalization of the ALICE Concessioni Stradali software
The ALICE Concessioni Stradali software has been conveniently set up and personalized to provide the Province of Turin an application that can meet the Institution's specific needs. In particular, functionalities for the management of the practises movement have been included, depending on the existing specific procedure. This specific procedure owns a system where the practices are collected and deposited by the technicians of the various provincial sectors in a virtual place accessible to everyone, in order to speed up and improve the cooperation activities between the same sectors, in addition to the complete integration with the computer management system of the protocol, that is used by all the Administration. Furthermore, personalizations are being studied in order to improve the management of the royalties deriving from the concessions of the filling stations and the advertisement installations.
The Province of Caserta Contracting Authority
System for the call for tenders management by the Contracting Authority
The project deals with the computerization of the whole workflow of the call for tenders managed by the Contracting Authority, with the collaboration of the Municipalities of the Province of Caserta.
The solution proposed to the customer is a web based system, which creates personalized profiles depending on the involvement level in the call for tender, that makes the real time exchange of the information between centre and periphery possible, and achieves the complete and shared management of the whole tendering procedure.
The project functionalities have been enriched with the realization of "ad hoc" profiles for the Protocol Office for the receipt and the protocolling of the files.
The collaboration with the Institution allowed the experimentation of new applications, such as the integration of optical recognition systems of the bar-codes assigned to the participants, and the information systems of the Joint Units of the Province, in order to contain the criminal infiltrations in the procurements and to monitor their development.
Province of Verona
The re-engineering of the Provincial Geographic Information System
The Province of Verona already owned a GIS and the main target of the Institution was the re-engineering of the PGIS with the porting of the existing functionalities, based on the optimization of the process of access to the information and the performances of the whole system. The solution has been achieved through the Cartoweb framework, based on the MapServer platform, an open source development environment oriented to the presentation of geospatial data.
The project deals with the use of a WebGIS application for the diffusion and the supply of data consultation services to users, internal and external to the Provincial Administration, able to publish all the information concerning the provincial territory.
AMAT Palermo S.p.A.
Survey and management activity of road signs maintenance
The municipalized company of Palermo - AMAT Palermo S.p.A. - has performed a complete census of the vertical road signs on the Municipality of Palermo territory.
The census of the road signs has been accomplished by the ORCOM technicians with PDA apparatus that owns the ALICE Segnaletica PDA software.
The data registered has been post-elaborated and inserted in the ALICE Segnaletica Stradale application, enhanced with the GIS forms for the georeferencing of the elements registered and with the GIMP form for a more rational planning and management of the interventions of routine and extraordinary maintenance.
Municipality of Treviso
The Road Register computerized by the Municipality of Treviso and the road classification
The Municipality of Treviso, through two projects "Catasto Strade" (Road Register) and "Classificazione delle strade in strade di uso pubblico e strade private" (Classification of the roads in public and private roads) has accomplished an inventory of the road property through a survey with high yield technology - including the respective real estate incidental assets (for a total of 403 km of roads) - aiming, with the passing of the time, to achieve a more efficient programming of the maintenance interventions.
Parallel with the formation of the GIS (Geographic Information System), the Municipality enhanced the diffusion of the information within the Institution, by reducing the data consultation time, thanks to their diffusion in web-gis technology. In addition to this project, the different databases and cartographies present in the various sectors of the Institution have been inserted and integrated.
CSS of Gorgonzola
Achievement of an Over-Municipal Geographic Information System
The main target has been the establishment of a unique web portal for the consultation of the cadastral data of all the Municipalities belonging to the CSS of Gorgonzola. Where it was possible, additional information states, such as the orthophotos have been published.
Through an automatic procedure, the cadastral data can be updated periodically by the customer, who is hence independent.
It has also been projected to open the system to the Municipalities that will join the CSS of Gorgonzola in the future.
The next developments planned deals with the upload and the publication of town planning data oriented to the creation of the Town Planning Certificate.
Province of Florence
Achievement of an Information System to Monitor the Global Service of the trunk road Firenze Pisa Livorno
The project deals with the achievement of an Information System able to monitor the Global Service of management and maintenance of the trunk road "Firenze Pisa Livorno". The aim of the System proposed was to permit the automation of the checks scheduled in the specifications of the Global Service, in order to monitor the management and maintenance activity on the road FI PI LI and to calculate the bonus and the penalties - as described in the specifications - of the General Contractor for the services accomplished.
Province of Treviso
Road Safety Project
The main target of the project has been to insert an information system to manage all the information useful to decision support in the field of the interventions aimed at road safety.
The information collected can be used both to decide how it is better to act and to verify the outcome of the interventions performed with the passing of the time.
The project has been oriented to the achievement of a cartographic information system based on the computerized road land registry, able to collect and manage a set of data coming from different sources. From the information system it is possible to extract reports, documents and thematic cards on the base of any alphanumeric or cartographic query. For example, it is possible to extract reports to monitor the number of accidents that have happened in a certain stretch of road in a certain period of time, and to compare the results obtained with the ones of a precedent period, or to produce a thematic map with the black points, etc.
